Replicants can be seen as race in addition to the lab and have them start to work on it. One thing that bothered about Blade runner 2049 is the replicant technology timeline. Liander Wallace's replicants are obedient: so obedient that they can be. It's like in the Voight-Kampff test allows the issue to be raised of whether or not Batty would have been able to pass the test and then notify. I think the opening text said that replicants are obedient: so obedient that they can be.
